APAKAH BENAR KERAJAAN MENYEDIAKAN PERUNTUKAN YANG MENCUKUPI UNTUK SUBSIDI?
Kerajaan telah membelanjakan RM 10.32 bilion sebagai subsidi untuk barangan keperluan asas bagi tahun 2010. Jumlah ini dijangka akan mencecah RM 20.6 bilion pada tahun 2011.

Subsidi RM 10.32 bilion yang disediakan oleh kerajaan bagi mengurangkan harga barangan keperluan asas adalah seperti berikut:

· Subsidi RM 789 juta untuk gula,
· Subsidi RM 89 juta untuk tepung gandum,
· Subsidi RM 813 juta untuk minyak masak,
· Subsidi RM 486 juta untuk beras,
· Subsidi RM 3.13 bilion untuk petrol (RON 95),
· Subsidi RM 3.5 bilion untuk diesel,
· Subsidi RM 1.43 bilion untuk LPG gas.I

Melalui pendekatan subsidi, kerajaan menanggung sebahagian kos harga barangan keperluan supaya harga barangan tersebut dalam pasaran tempatan dikurangkan agar golongan pendapatan rendah mampu beli:

· Kerajaan belanja 30 sen bagi setiap kilo gula,
· Kerajaan belanja 45 sen setiap kilo tepung gandum,
· Kerajaan belanja RM 1.00 bagi setiap kilo minyak masak,
· Kerajaan belanja RM 4.00 setiap bag beras berat 6 kilo,
· Kerajaan belanja 43 sen setiap liter petrol RON 95,
· Kerajaan belanja RM 27.02 sen bagi setong LPG gas.

6. APAKAH IMPAK PENDEKATAN PEMBERIAN SUBSIDI KEPADA PERTUMBUHAN EKONOMI NEGARA?
· Kerajaan menggunakan pendekatan subsidi untuk MENGURANG DAN MENSTABILKAN HARAGA BARANGAN KEPERLUAN ASAS dalam menjamin kesejahteraan rakyat. Tetapi, kerajaan juga sedar bahawa penyediaan berbilion-bilion ringgit sebagai subsidi untuk satu waktu jangka panjang akan membantutkan pertumbuhan ekonomi negara yang seharusnya bertumbuh dengan bebas dan segar malah menjejaskan pembangunan projek-projek sosial -ekonomi negara yang mampu meningkatkan kualiti hidup dan kesejahteraan rakyat ke tahap yang lebih tinggi.

Menurut pakar-pakar ekonomi, amalan pendekatan membelanjakan peruntukan berbilion-bilion untuk subsidi semata-mata untuk mengurangkan harga barang-barang adalah pendekatan kurang bijak dalam satu sistem ekonomi yang baik dan diamik.

· Pendekatan subsidi dijangka akan menghalang kerajaan menyediakan peruntukan untuk pembangunan bidang-bidang ekonomi dan sosial.

· Malaysia yang bercita-cita untuk mencapai status negara maju dan berpendapatan tinggi perlu menggalakan tumbuhan sistem ekonomi yang bebas, bernas dan dinamik.

· Pemberian subsidi yang berlebih-lebihan semata-mata untuk menjadi kerajaan popular akan mendatangkan kemudaratan kepada negara dan rakyat pada waktu jangka panjang.

· Menyedari hakikat ini, Najib Tun Razak telah umum dan mengariskan beberapa langkah untuk menstruktur semula pendekatan subsidi pada masa akan datang.

· Menstruktur semula pendekatan subsidi sudah pasti akan memberi impak kepada harga barang-barang keperluan asas dalam pasaran tempatan.


· Penstrukturan semula subsidi untuk gula harus disokong oleh rakyat kerana pengunaaan gula dikalangan rakyat Malaysia kini kian meningkat dan bilangan penyakit yang berkaitan dengan kelebihan penggunaan gula dalam makanan juga didapati semakin meningkat.


· Rakyat didorong menggurangkan penggunaan gula dan kerajaan pula dapat menjimatkan RM 111.6 juta dengan pendekatan penstrukutaran subsidi bagi gula. Penjimatan ini dapat digunakan untuk menjayakan projek-projek NKRA yang mendatangkan faedah kepada semua golongan masyarakat.


· Pakar-pakar ekonomi yang tersohor berpendapat pendekatan subsidi akan melemahkan dorongan untuk meningkatkan pengeluaran malah inovasi dalam kaedah pengeluaran dalam negeri.

· Peningkatan pengeluaran pula dijangka akan mengurangkan harga barangan secara tersendiri kerana kelebihan barang-barang keperluan dalam pasaran.

· Rakyat perlu yakin bahawa kerajaan kepimpinan Najib Tun Razak yang mendukung prinsip RAKYAT DIDAHULUKAN PENCAPAIAN DIUTAMAKAN tidak akan membelakangkan kepentingan rakyat terutamanya golongan pendapatan rendah dalam soal menghadapi kenaikan harga barang-barang keperluan asas.

Malaysian universities improve ranking on Asian scale

Six out of seven Malaysian universities improved their ranking on the QS Asian University Rankings this year, with Universiti Malaya (UM) climbing three spots to 39th.

Universiti Putra Malaysia (UPM) also jumped 20 slots to 57th out of 200 Asian universities.

No Malaysian university entered the top 10 ranks while the National University of Singapore (NUS) retained its third place.

QS also said in a statement the Hong Kong University of Science & Technology (HKUST) knocked the University of Hong Kong down to the second spot.

The global higher education information specialist noted that Malaysia had seven universities in the top 200 Asian universities compared to Thailand’s nine and Indonesia’s eight.

Japan was the best-represented nation with five universities in the top 10 ranks and 57 in the top 200.

In contrast, China had 40, South Korea 35, Taiwan 16, India 11, and Hong Kong had seven universities in the top 200 Asian institutions.

The QS Asian University Rankings last year showed that the top Malaysian university was UM at the 42nd spot while Universiti Kebangsaan Malaysia (UKM) was the second best university here at 58th.

The ranking of public institutions in Malaysia has dived throughout the past years to the point of dropping out of the top 200 universities in the QS World University Rankings last year.

QS noted that the “dynamism” of the Asian region was bolstered by the fact that one out of five universities in the top 50 universities was less than 50 years old.

The rankings were based on the following factors: academic peer review (30 per cent), recruiter review (10 per cent), student/ faculty ratio (20 per cent), papers per faculty (15 per cent), citations per paper (15 per cent), and 2.5 per cent each for international faculty review, international student review, and inbound and outbound student exchanges.

UM vice-chancellor Dr Ghauth Jasmon had reportedly urged Malaysia’s oldest university last year to take world rankings seriously if it wanted to remain globally competitive.

’மலேசிய வரலாறு’ பாடம் மீளாய்வு செய்யப்பட வேண்டும்! மின்னொப்பம் இடுங்கள்!


பள்ளிகளிலும் மற்றும் பிற கல்விசார் கழகங்களிலும் பயன்படுத்தப்படும் வரலாறு பாடத்திட்டங்களையும், பாடநூல்களையும் உடனடியாக மீளாய்வு செய்யக்கோரும் விண்ணப்பம்.

அக்கறையுள்ள பெற்றோர்களாகவும், இந்நாட்டின் குடிமக்களாகவும் அங்கம் வகிக்கும் நாங்கள், நம் நாட்டின் வரலாறு பாடப்புத்தங்களில் உள்ள வரலாற்றுப் பிழைகளையும் மற்றும் அதன் பலவீனங்களையும் மிகுந்த சிரத்தையோடு சுட்டிக் காட்ட விரும்புகிறோம். அவைகளாவன :-

a) வரலாறு பாடநூல்களில் நிறைய வரலாற்று பிழைகளும், பாதி உண்மைகளுமே அடங்கியிருக்கின்றன;

b) நாட்டின் வளர்ச்சிக்கு பல்லின மக்களும் ஆற்றிய பங்கினை அது பிரதிபலிக்கவில்லை; மற்றும்

c) குறுகியப் பார்வையோடு, குறிப்பிட்ட சமய நாகரீகங்களையும் நம்பிக்கைகளையும் புறக்கணிக்கும் வகையில் பாராபட்சமாக எழுதப்பட்டுள்ளது.

நம் இளைய மாணவ சமுதாயத்தின் சிந்தனைகளைப் பாதிக்கக்கூடிய சாத்தியக்கூறுகள் வரலாறு பாடத்திட்டங்களிலும், பாடநூல்களிலும் அடங்கியுள்ளதால், உடனடி நடவடிக்கையாக பள்ளிகளிலும் மற்றும் பிற கல்விசார் கழகங்களிலும் நடைமுறைப்படுத்தப்பட்டுவரும் வரலாறு பாடத்திட்டங்களையும், பாடநூல்களையும் விரிவான மீளாய்வுக்கு உட்படுத்தி, புதிய பாடத்திட்டத்தினை வரைய வேண்டும் என அரசாங்கத்தையும், சம்பந்தப்பட்ட பொறுப்பிலுள்ள தரப்பினரையும் கேட்டுக்கொள்கிறோம்.

பாடத்திட்டங்கள் மற்றும் பாடநூல்கள் மீளாய்வையும், மறுவரைவையும் செய்யக்கூடிய நிபுணத்துவக்குழுவில் நாட்டின் முக்கிய இனங்களை பிரதிநிதிக்கும் தகுதியுள்ளவர்கள் இடம்பெற வேண்டும் என நாங்கள் பரிந்துரை செய்கிறோம்.

இந்த மீளாய்வின் நோக்கமானது, ஒரு பரந்த கொள்கை மற்றும் முற்போக்கான அம்சங்கள் கொண்ட வரலாறு பாடத்திட்டங்களையும் பாடநூல்களையும் அறிமுகப்படுத்த வேண்டும் என்பதற்காகத்தான், அவற்றில் :-

1) குறிப்பிட்ட நாகரிகத்தையும் சமயத்தையுமே அதிகம் வலியுறுத்தாது, உலக வரலாற்றில் பல முக்கியமான நாகரிங்கங்களையும் நிகழ்வுகளையும் பற்றிய ஒரு விரிவான மற்றும் சமமான பார்வையை நம் மாணவர்களுக்கு ஏற்படுத்த முடியும்.

2) துல்லிதமான ஆய்வு செய்து வரலாற்றுச் சம்பவங்களின் ஆதாரங்களை பாராபட்சமின்றி பதிவு செய்ய வேண்டும்.

3) வரலாற்றைப் பின்ணனியாகக் கொண்ட நாட்டின் வளர்ச்சிக்கும் முன்னேற்றத்திற்கும் அயராது பாடுபட்ட பல்லின மக்களின் பங்களிப்பினை நியாயமாக அங்கீகரிக்க வேண்டும்.

4) மாணாக்கர்களின் சிந்தனைகளில் குறிப்பிட்ட சமயத்தின் மீதோ அல்லது அரசியல் கொள்கையின் மீதோ பிடிப்பு ஏற்படுத்துவதற்கான பாதிப்பு அம்சங்கள் நீங்கப்பெற்ற, முற்றிலும் வரலாற்று உண்மைத் தகவல்களின் மீதும் அதனைச் சார்ந்த செயல்பாடுகளின் மீதும் கவனம் செலுத்தப்பட வேண்டும்.

Satu Malaysia Kearah Pembangunan Negara


 
Saya mengalu-alukan pengumuman Kementerian Pendidikan Malaysia mengenai pelonggaran  syarat permohonan bagi biasiswa  JPA daripada 9A+ ke 8A+ dalam peperiksaan Sijil Pelajaran Malaysia(SPM).
 
Hal ini memberi peluang yang lebih cerah kepada para pelajar yang berjaya mendapat 8A dalam peperiksaan tersebut. Pengumuman ini sememangnya  selaras dengan konsep Satu Malaysia yang dicetuskan oleh Perdana Menteri kita, Yang Amat Berhormat Dato’ Seri Najib bin Tun Razak.
 
Pengumuman Kementerian Pendidikan ini turut mendorong para pejalar untuk belajar bersungguh-sungguh dalam tahun-tahun yang akan datang.
